How to become a CBI - ESTEC technical subject

 

CBI ensures the development, maintenance, and continuous upgrade of the technical infrastructure that enables secure digital connectivity and interaction with clients, fostering interoperability at both national and international levels for the delivery of its services.

To access the CBI network, clients must rely exclusively on technology providers registered in the CBI Technical Entities List (ESTEC - Elenco dei Soggetti Tecnici CBI).

CBI has created and manages ESTEC to select technology partners that meet strict standards of security, efficiency, and IT resilience. This list, established by CBI’s Members, is governed by the CBI Regulatory Framework.

CBI actively monitors registered entities: if they fail to comply with obligations or lose the required qualifications, they may be removed from the list.

CBI Technical Entities include three distinct categories, listed below:

  • Delegated Technical Structure (STD): A technology provider appointed by the client to perform technical activities. This entity is authorized and delegated by the participant to access and operate within CBI services, exclusively for carrying out technical tasks on behalf of the PSP (such as front-end, back-end, and information system management).
  • Access Point Manager (GPA): A technical entity directly connected to the CBI Network infrastructure that provides one or more Banks, Payment Institutions, or Public Administrations with a secure and reliable connection to CBI services. It manages data flows and ensures compliance with the technical and regulatory standards of the network.
  • Marketplace Manager (GPM): A technical entity responsible for organizing and ensuring the proper functioning of the Marketplace (MP) within the CBI network. It guarantees that all operations—such as collections, payments, and information exchange—are carried out in compliance with CBI standards and rules.

Any Technical Entity wishing to operate within the CBI network and apply for admission to ESTEC must demonstrate that it meets specific, verified eligibility requirements.

To start the admission process to ESTEC, the applicant must submit a formal request via certified email (PEC)  - at the address: cbi.scpa@pec.it , providing evidence of compliance with all requirements and completing the following documentation in full:

  • Application Form for registration in the CBI Technical Entities List – ESTEC
  • TPRM Questionnaire
  • ESTEC Requirements Collection Form, including the list of documents to be submitted
  • Registration Fee and Price List
  • Security Annex
